Recently, the Vietnamese government passed Decree No. 13/2023/ND-CP on Personal Data Protection (Decree 13) on 17 April 2023 after a long period of deliberation. Starting from July 1, 2023, Decree 13 will come into effect without any transitioning period, encompassing domestic and foreign entities involved in or associated with the processing of personal data in Vietnam.

With more than 20 + years of experience working in the Transport and Logistics industry in Canada, Australia, Taiwan and now Vietnam, Eric is serving as the Managing Director of DSV Air & Sea Vietnam, a leading Freight Forwarding and Logistics service provider with an annual turnover of close to USD 500m in 2022. Eric is leading a team of more than 300 employees in Ho Chi Minh, Hanoi and Phnom Penh.

Partner at Nishimura & AsahiHa Hoang Loc is a Vietnam Partner focusing on mergers and acquisitions, antitrust, general corporate, real estate, labor, finance and banking, and all aspects of investment and licensing in Vietnam.
Mr. Loc joined Nishimura & Asahi (Ho Chi Minh City Office) in July 2012. Before that, he spent more than 8 years with other foreign and domestic law firms in Vietnam. He has assisted clients in many large-scale cases including, among others, an acquisition of shares in a public pharmaceutical company in Vietnam, transactions acquiring shares in a public construction company, an acquisition of shares in a digital retailer listed in Vietnam, and bidding by a client for development of a real estate project in Ho Chi Minh City. He was convicted in the United States of stealing hundreds of thousands of persons' personally identifiable information and in 2015 was sentenced to 13 years in U.S. federal prison. After his early release from prison in 2020, Hieu returned to Vietnam and was recruited by the National Cyber Security Centre (NCSC) as a technical expert under the Ministry of Information and Communications.
